MISSOURI EMERGENCY RENTAL ARREARS PROGRAM (ERAP)
APPLICATIONS ARE OPEN
The Missouri Housing Development Commission (MHDC), in conjunction with the Missouri Department of Social Services will make CARES Act COVID-19 Emergency Solutions Grant (ESG-CV) funds available for emergency rental arrears assistance.

The Missouri Emergency Rental Arrears Program (ERAP) provides financial support for landlords and renters who are struggling due to the COVID-19 emergency in the State of Missouri. The program will reimburse landlords for past due rent payments (rental arrears) for the period beginning April 1, 2020. Applications must be completed and submitted by landlords in collaboration with their tenant. A one-time payment of up to six (6) months of rental arrears will be made to the landlord on the tenant’s behalf. Requests are subject to the established rent maximums outlined below.

To participate in the program, landlords must sign a guarantee of non-eviction of the tenant listed in the application for non-payment of rent for 120 days from the date of the rental arrears application submission. By accepting rental assistance, landlords must waive any and all outstanding rent, late fees, and other penalties incurred by the tenant for non-payment, or late payment of rent, that were incurred on or before the date the application was submitted. MHDC will endeavor to award approximately 15 percent of funds to small landlords of ten or fewer units in their portfolio.
Applications will be evaluated for eligibility and completeness. Landlords will complete an online application and will be notified of application status by email.
PROGRAM TIMELINE
  • Landlords will be able to complete an online application. Applications opened January 4, 2021.
  • Prior to applying, landlords should review the ERAP eligibility requirements and the pre-application materials
WHAT ARE THE STEPS TO APPLY?
Applications will be completed through an online system. To successfully submit an application, the landlord and tenant must have a valid email address.

TENANT HMIS INTAKE

  • Tenant completes Homeless Management Information System (HMIS) intake

  • Provide demographic information on household members

  • Preferred completion method is through online form

  • Special phone accommodation available

  • Landlords sign payment agreement through application system and provide information for electronic payment

  • Landlord has seven business days to complete after application approved

  • Payment information reviewed, if incomplete landlord has seven business days to resubmit
